The current playerbase is pretty small, but there is no direct payment interaction to garner a gameplay advantage, which is what pay to win is I think. The server itself is pretty barebones with a few QoL mods thrown in to allow things like land management and not breaking your legs when you encounter a Pokemon while you are in the air.
Hello internet, I am happy to announce that I have recently made some changes to my private Pixelmon server that will allow me to take it public! The server is run through a dedicated hosting website (ShockByte) and should be up 24/7.
